It is built as a public good and provides the ecosystem actors the foundational digital building blocks, ready-to-use platforms, standards, specifications, and frameworks.<\/span><\/p>\n<h4>Opportunity<\/h4>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">India is already using public digital infrastructures like JAM (Jan Dhan-Aadhar-Mobile), IndiaStack and UPI to address crucial needs at speed and scale. Using these India has compressed a 47 year journey into a decade, ensuring that nearly every Indian can now access a bank account easily.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">With a renewed focus on Atma Nirbhar Bharat, MoHUA has launched the National Urban Digital Mission to streamline and coordinate efforts of the urban ecosystem by harnessing technology to leapfrog our urban transformation journey..<\/span><\/p>\n<h4>Vision<\/h4>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">To improve the ease of living for citizens by creating a national urban digital ecosystem that delivers accessible, inclusive, efficient and citizen centric governance in India\u2019s 4400 towns and cities.<\/span><\/p>\n<h4>Objectives<\/h4>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">To enhance the ease of living in our cities and towns leveraging IT &amp; associated technologies and support the existing urban ecosystem systems in a \u2018citizen-centric\u2019 approach, the NUDM envisages the following specific objectives:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>To create shared digital infra<\/b><span style=\"font-weight: 400;\"> as a public good in the shape of state-of-the-art digital urban platforms, building blocks, data infra to manage the core digital urban data, and the infrastructure required for its seamless exchange;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To catalyse an <\/span><b>urban national open digital ecosystem<\/b><span style=\"font-weight: 400;\"> (u-NODE) that leverages NUDM\u00a0 build new platforms, solutions and innovations\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To <\/span><b>create open standards<\/b><span style=\"font-weight: 400;\"> and enforce the adoption of open standards by all national digital urban\u00a0 stakeholders;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To <\/span><b>establish registries<\/b><span style=\"font-weight: 400;\"> at appropriate levels to a create single source of truth in respect of urban assets, service delivery, urban data and actors\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To promote the development of<\/span><b> nationally scalable<\/b><span style=\"font-weight: 400;\"> application systems with a special focus on achieving the Sustainable Development Goals for urban;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To adopt the best principles of <\/span><b>cooperative federalism<\/b><span style=\"font-weight: 400;\"> while working with the States,Union Territories &amp; ULBs for the realization of the vision;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To provide for <\/span><b>enhancing the efficiency<\/b><span style=\"font-weight: 400;\"> and effectiveness of governance at all levels; and<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To <\/span><b>strengthen existing urban systems<\/b><span style=\"font-weight: 400;\"> and applications, by ensuring their conformity with the defined standards and integration with the proposed NUDM.<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The current strong public digital infrastructure\u2014including that related to Aadhaar, Unified Payments Interface and wide reach of the Internet and mobile phones (JAM trinity) \u2014provides a strong platform for establishing the building blocks of NUDM.<\/span><\/p>\n<h4>Approach<\/h4>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">NUDM will be rolled out across three key pillars:<\/span><\/p>\n<ul>\n<li><strong>People:<\/strong> Mobilise, enable and empower stakeholders across the urban ecosystem<\/li>\n<li><strong>Processes:<\/strong> Improve governance through standards and frameworks for collaboration and impact<\/li>\n<li><strong>Platforms:<\/strong> Leverage technology in service of an improved quality of life for every citizen<\/li>\n<\/ul>\n<h4>Benefits<\/h4>\n<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">NUDM is designed to respond to the local challenges of the cities and to address citizen needs, such as:<\/span><\/p>\n<ul>\n<li><strong>Improved ease of living for citizens<\/strong> through hassle-free access to government services<\/li>\n<li><strong>Ease of working for field-level functionaries <\/strong> through digital tools and on demand capacity building<\/li>\n<li><strong>Better decision support systems to manage <\/strong> cities better<\/li>\n<li><strong>Easier access to information <\/strong> and a streamlined way of connecting with urban departments to serve citizens better<\/li>\n<li><strong>Lowered costs for innovation <\/strong> through open data and ease of building solutions that suit the needs of stakeholders<\/li>\n<li><strong>Improved ease of doing business <\/strong> through streamlined and time-bound approval of applications<\/li>\n<li><strong>Reduced barriers to entry <\/strong> for startups and MSMEs to participate in urban development.<\/li>\n<li><strong>Connecting evidence to policy and practice <\/strong> to enhance inclusive and sustainable urban development<\/li>\n<li><strong>Drive reforms <\/strong> and achieve State priorities in a targeted manner<\/li>\n<li><strong>Improved financial management, <\/strong> fund-utilization and budgeting<\/li>\n<li><strong>Improved targeting of policy <\/strong> through analysing robust data on the urban sector across the country<\/li>\n<li><strong>Foster national collaboration &amp;
